河北省新农保制度的激励机制研究

A Research on Incentive Mechanism of New System of Rural Pension Insurance in Hebei Province

河北省于2009年建立了新农保制度,对于农村居民的养老保障有着决定性的意义。但是目前中青年农民对新农保制度的参与积极性却不高,如何建立激励模型提高农民的参与度成为当前制度设计的难点之一。本文介绍了河北省新农保当前激励制度的现状,即变相地促使参保人选择低档次的缴费标准和对青年农民的参保吸引力偏弱。设计了河北省新农保制度的激励模型,包括缴费期的激励模型和领取期的激励模型,最后通过秦皇岛市青龙县新农保的发展状况对模型进行了实证分析。

The system of rural pension insurance has been built in Hebei province 2009,it has a decisive significance for rural residents ensures.The paper has introduced current incentive situation of new system of rural pension insurance in Hebei province,which is requiring rural residents choosing the low standard and having weak attraction for youth peasant.We designed the incentive mechanism of new system of rural pension insurance in Hebei province,including paying the fee phase model and receiving phase model.At last,the paper analyzed the development incentive model of Qinglong county in Qinhuangdao city by demonstration.
