摘要
社会管理是政府职能的重要组成部分。中国共产党十六届四中全会提出了"加强社会建设和管理,推进社会管理体制创新"的重大举措,2009年底全国政法工作电视电话会议更是将社会管理创新列入"社会矛盾化解、社会管理创新和公正廉洁执法"三项重点工作的重要组成部分。作为维护社会稳定的中坚力量,政法干部如何研究和应用新的社会管理理念、知识、技术、方法和机制机型对传统社会管理模式和方法改造,事关整个社会的管理水平与创新进程。结合实践社会管理工作特色与实施继续教育的模式,有助于提高政法干部的社会管理创新能力,加速社会管理创新机制和制度的构建,强化调处社会矛盾的公平性和有效性。笔者结合所从事政法干部社会管理创新培训的实践工作经验,从课程设置、教学实施、培训考核方式和方法等多重角度,对通过继续教育方式提高政法干部社会管理创新能力进行了详细阐述。
Social management is one of the essential functions of the government.The step of strengthening the social construction and management and pushing the innovation of the social managemeat system are put forward in the Fourth Plenary Session of the 16th Central Committee of the CPC.Social management innovation is on the list as the vital component of relieving the social contradiction,of reforming the social management;of justice and incorruption law enforcement in National Judicial and Public Security meeting in 2009.How the judicial cadres,as the core force of the social stability,study and apply the novel notion,information,skill,method and mechanisms of social management to innovate the customary social management mode and method,is indispensable to the social management and innovation process of the whole society.Continuing education,works with social management practice,benefits the improvement of innovation ability of the judicial cadres,the construction of the social management innovation system.Based on the field work experience of juaicial cadres training,the authors discuss the method of improvement the ability of social management innovation of judicial cadres by continuing education from multi-aspect of curriculum provision,implementation of teaching,and testing method.
