在军工研究所实行的以内部模拟独立核算为核心的激励机制从制度设计上能够提供经济收益预期,符合市场化规律,为研究所的创新发展提供了动力,同时促使研究所对内进行了重新设置,新设的市场部门为技术创新提供了需求来源,调整后的研发架构为加快技术创新提供了组织保证。
