生态宜居城市城建小型突发事件应急管理研究

Research on Emergency Management of Small City Construction Events in Ecological and Livable City

通过对现有生态宜居城市研究的综述,提出城建小型突发事件是影响生态宜居城市建设的一个重要但被忽视的因素。以天津市为例,以问卷调查的方式,证明了城建小型突发事件的处理与城市生态宜居建设有相关性,城建小型突发事件的快速有效处理有利于生态宜居城市建设水平的提升。依据城建小型突发事件的特点,借鉴城市应急管理的处理机制,提出包含准备、响应、监督三个步骤的城建小型突发事件应急管理体系以完善生态宜居城市建设。

Through the existing views about ecological and livable city, this paper proposes that small events in city construction may ＇affect the construction of ecological and livable city. Using the method of questionnaire survey in case of Tianjin, this paper demonstrates the relationship of small events and ecological and livable city. High level of handling small events in city construction will enhance the power of the construction of ecological and livable city. Based on the features of the small events in city construction and the system of city emergency management, this paper shows a small events emergency management system which can enhance the power of the construction of ecoloaical and livable city.
