From the analysis of the classification methods for the two traffics,the paper researches the concepts for the fast and slow traffics,sums up the ways of dealing with the relationship between the traffics in the urban downtowns,and has the comprehensive analysis of the factual treatment ways,the applied backgrounds and the conditions by combining with some cases,so as to provide the direction for traffic ways reasonably.
