开发区“走出去”:中国埃及苏伊士经贸合作区的实践

“Going Out”of China’s Economic Development Zones—Experience of China-Egypt Suez Economic and Trade Cooperative Zone

中埃苏伊士经贸合作区的起源既不是国家战略的一部分,也不单纯是微观经济主体对市场获利机会的自发回应,甚至没有迎合当前中国对外直接投资的主流模式,但是这种由企业来提供公共产品的方式有了出乎意料的成就。中国需要高度重视境外经贸合作区的发展,增加对境外经贸合作区的支持,认真总结境外经贸合作区发展的经验教训,增强合作区的服务功能和盈利能力,探索最有利于支持中国企业走出去的模式。

The China-Egypt Suez economic and trade cooperative zone does not originate from any national strategies or spontaneous response of market entities toward potential profiting opportunities of the market. It ’ s not even in line with any mainstream mode of China ’ s outbound foreign direct investment. However, it has been unexpectedly successful. It is necessary, therefore, for China to pay more attention to the development of overseas economic cooperative zones, provide more support, draw lessons from such new things, help them improve their ability to provide better services and make profits and exploit the best way to facilitate the ' going out ' of Chinese enterprises.
