我国粮食安全责任战略的实现行为研究

Study on the Realization Behavior of Responsibility Strategy for National Food Security

本文采用行为经济学的系统研究方法,分析了国家粮食安全责任战略的实现行为及相互关系。笔者认为,提出国家实施积极的粮食安全责任战略必须大力营造粮食安全责任的良好社会行为环境,努力发挥政府行为的主体性和主导性,充分利用市场行为的有效性和基础性,不断提高粮食安全责任的农户行为积极性和创造性,着力推进粮食产区粮食安全责任行动战略。

Using the systematic research approach of behavioral economics,this paper analyses he Realization Behavior of Responsibility Strategy for National Food Security and their relationship.The author proposed that to implement a national food security responsibility strategy the government must strive to create food security,good social behavior,environmental responsibility,and strive to play the main body of government action and the dominant,full use of market behavior and the effectiveness of basic,responsibility to continuously improve food security behavior of enthusiasm and creativity of farmers,efforts to promote food security in food producing areas of responsibility strategies for action.
