叶利钦辞职后的俄罗斯总统竞选形势

Presidential Election Situation in Russian after Yeltsin's Resignation

摘要 叶利钦突然宣布提前卸职 ,由总理普京代行总统职权。叶利钦此举的目的是要抓住 1999年 12月 19日杜马选举后俄政坛出现的有利形势 ,提前三个月举行总统选举 ,扶持普京登上总统宝座 ,使其开创的改革事业得以延续 ,并使其家族的生命财产得到保障。由于促使普京声威大增的车臣形势和经济形势不会逆转 ,而且他已大权在握 ,国家新闻媒体为其所用 ,在今年 3月 2 Boris Yeltsin suddenly resigned ahead of the schedule, and Prime Minister Putin took over as acting president. Yelstin's resignation was meant to help Putin to take the presidency by holding presidential election three months in advance, given the favorable situation in the political scene in Russia after the State Duma election on December 19, 1999. It is also aimed at sustaining the reform initiated by Yeltsin himself and seeking for protection of his family's life and property. The situation in Chechnya, which has enhanced Putin's prestige and the economic situation that is unlikely to reverse plus his favorable position of acting president and the state media in his favor, there will be no much difficulty for Putin to take the office of president. Putin's presidency means that Russia will enter a new era in which multi_party democracy and privatization will remain unchanged, but role of state will be strengthened. As neglect by other powers has impaired its national interest and international status, Russia will pursue diplomacy vying for power. Putin will captain Russia to sail towards the shore of prosperity, but the voyage will be full of twists and turns given its magnitude of problems and difficulties.
