Discussing Sustainable Development of Rare Earth Resources on Perspective of 12th Five Year Plan

"十二五"规划继续明确指出建设资源节约型、环境友好型社会是我国社会发展的必经之路。我国是世界公认的稀土大国,无论在资源储量、产量、还是销售量和用量上都是世界第一,但随着近年稀土资源的无节制开采、无序竞争及低价出口,造成了我国稀土资源的紧缺。因此,文章从稀土资源可持续发展内涵出发,通过对国内稀土资源发展存在的现状进行分析、完善,提出从资源整合开发、监管体系等方面来实现我国稀土资源的可持续发展。

It is pointed out that construct the conserving and environmentally friendly society is the only way to serve our society development from the 12th Five Year Plan again.we own the rich Rare earth resources among the world, have the advantage ofquantity,output,sales volume and dosage,but now we are facing the shortage of Rare earth resources wih the unlimited exploitation,confusion competition and low-priced exports.therrfore,the paper begin wih the defination of the sustainable development of Rare earth resources,then analyse the promblem in the domestic rare earth resources development,finally, put forward the resource integration development, regulatory system to realize the sustainable development of rare earth resources.
