欠发达地区高等教育经费困境及其补偿:基于教育外部性视角

Higher Education Funds Shortage and Compensation in Underdeveloped Areas of China: based on the perspective of Education Economic Externality

欠发达地区高等教育投入不足使得许多地方高等院校依靠巨额负债艰难运营。如何破解欠发达地区高等教育经费投入不足问题,建立起教育成本分担与补偿机制,促进欠发达地区高等教育发展,已经成为社会非常关注的课题。基于高等教育的经济外部性,以及高等教育收益与成本对称原则,当前应完善中央财政转移支付制度、建立发达地区向欠发达地区财政转移支付机制、鼓励发达地区企业组织资助欠发达地区高等教育,以弥补欠发达地区高等教育经费不足问题。

The shortage of higher education funds in underdeveloped areas of China makes a lot of local universities operation with huge amount debt. The issue how to solve the shortage of higher education funds and establish the institution of higher education cost sharing and funds compensation in order to develop higher education in underdeveloped areas of China is attracting more attention. We regard that scientific regulated central fiscal transferring payment system should be improved, and developed province fiscal may provide funds support to underdeveloped province higher education based on the matching principle of higher education income and costs and higher education economic externality. What＇s more, the enterprises in developed areas should be encouraged to provide funds supportment to underdeveloped province higher education.
