为了破解镇级治理结构与区域发展的矛盾,为经济转型升级扫清障碍,广东省"简政强镇"改革突破传统改革的套路,尝试了许多创新性举措。但改革也面临着诸多的体制性障碍。本文试图总结改革的经验,分析改革面临的体制性障碍并探索相应的对策,从而为改革的进一步完善奠定基础。
