通向繁荣的财政政策

FISCAL POLICY TO PROSPERITY

本文认为 ,积极的财政政策是一套进步主导型的政策集合 ,它是应对 2 1世纪一体化挑战、通向繁荣的长期政策 ,健全的财政平衡只能是这组政策集合持续作用的结果。处在必须举债支出和健全的财政平衡两难境地的政府可能一时无力这样去做 ,但完全可以作为一组确定不移的目标来追求 ,以实现持续的繁荣。

Active fiscal policies are the set of knowledge progress dominated policies,which are long run policies to prosper and to face challenges of integratization in 21 st century.The right financial balance can only be the result of persisting effects of the policy set.With the trade off between spending by debt and right financial balance,government may not be able to make such kind of fiscal policies at the moment,but it should be a decided target in order to realize sustainable prosperity.\;
