摘要
为构建一套普遍适用的农村水电生态环境影响评价指标体系,对农村水电生态环境影响因素进行分析,并在全面性、独立性、可操作性的原则下筛选指标因子,并基于PSR(压力-状态-响应)模式对指标因子进行分类,分别构建农村水电生态环境影响评价指标体系。讨论了现有3类主要评价方法:基于经验的综合评价方法、基于数值和统计的综合评价方法、基于决策和智能的综合评价方法应用于该指标体系评价的适用性。经分析认为,基于决策和智能的综合评价方法最适用于所建立的指标体系,并指出多种评价方法联合应用是未来进一步研究的方向。
To establish a universally applicable index system for evaluating ecological and environmental impact of rural hydropower, analysis on the ecological environment impact by rural hydropower development is carried out and selection for some relative indexes is further conducted under the principles of comprehensiveness, independence and operability, and then the indexes are classified based on PSR ( pressure - state - response) model and evaluating index system for rural hydropower ecological environment impact is established; finally, the existing three comprehensive evaluation methods based on experience, data and statistics, decision - making and intelligence are discussed. The conclusion is that the comprehensive evaluation method of decision - making and intelligence is most suitable for the index system. And it is pointed out that the co - application of various evaluation methods is the development tendency in future.
