民生视域下城管形象重塑的地方实践及优化策略

An Analysis of Local Practices of and Optimization Strategies for Reshaping the Image of Urban Management Units from the Perspective of Improving People's Livelihood

城管作为城市的综合执法管理部门,为城市发展作出了重要贡献,但城管制度以及城管执法行为一直饱受诟病,不断陷入形象危机。城管形象危机导致城管的公信力弱化、执行力降低、合法性不足。因此,各地方政府相关部门均采取了一系列措施重塑城管的形象,但总体上效果不佳。城管形象的重塑优化需要在改变政策理念、规范执法行为和加强与媒体互动的基础上,从民生保障的视角改变城乡二元结构和完善社会保障体系建设。

As the comprehensive urban management and law enforcement authorities in most Chinese cities, urban management departments have made important contributions to urban development. However, the system of urban management in China and the law enforcement of such authorities have always been put under criticisms of the public, severely affecting their image. The image credibility, executive force and legitimacy, which is the crisis of urban management units has debilitated their reason why local governments have been endeavoring to reshape the image of urban management units only to find that their efforts have paid little dividends. On. the basis of transforming policy-making concepts, regulating law enforcement activities and enhancing government interactions with the media, the reshaping of the image of urban management units should, focus on changing the dual economic structure of urban and rural areas and on perfecting the social security systems from the perspective of improving people＇s livelihood.
