公共服务均等化:中国财政分权作用的再衡量——基于包容性增长的视角

Equalization of Public Services:to Reevaluate the Effect of China's Fiscal Decentralization——Based on the Perspective of Inclusive Growth

财政分权是中国经济发展的典型事实,而与此相伴随的是中国经济的高速增长。诸多学者试图从财政分权的角度来透析中国经济发展,但其基本上都是单纯从GDP的增长率来进行分析,得出了不尽相同的结论。文章跳出单纯GDP考察指标的视角,以包容性增长的视角对中国的财政分权作用进行再衡量。采用SPSS的相关分析进行考量,发现中国的财政分权无益于促进全民共享经济发展成果,并进行了包容性增长视角下的考核指标构建。

Fiscal decentralization is a typical fact in the process of China＇s economic development,accompanying China＇s rapid economic growth.Many scholars try to analyze China＇s economic development from the angle of fiscal decentralization,but their researches are just limited to the analysis of GDP growth and their conclusions are different.This paper,beyond the view of GDP index,reevaluates the effect of China＇s fiscal decentralization with the perspective of inclusive growth.By adopting relevant analysis of SPSS,it finds that China＇s fiscal decentralization has done nothing to promoting national sharing of economic development fruits.Finally,it constructs the evaluation index from the perspective of inclusive growth.
