摘要
基于政府投资建设项目普遍存在的超投资现象,针对超投资问题产生的主客观原因,从工程立项阶段、前期规划阶段、招投标阶段、施工阶段分别提出政府投资建设项目超投资的控制措施、方法及建议。
Based on the common over-investing phenomenon in the government-investing construction project,aiming at the subjective reason and the objective cause,propose the control measure and suggestion from the project establishment,the preliminary design,bid and executive phases.
