Chou Kung＇s Benevolent Rule is an important cultural heritage in the Guangzhong-Tianshui Develoment Zone.The key to the policy is ＂benevolence＂,rather than ＂morality＂,which can be testified in Chou Kung＇s prayer for King Wu＇s health.His rule was implemented among all the states and tribes at that time.This benevolent rule has a high status in the academic field in China,and has been regarded by the government as one source of the Chinese culture.
