根据工作实践体会,提出“所两制”的地方环保科研机构改革思路,并指出应解决的关键问题。
Based on the work experience ,the paper puts forward the concept of 'one institute , two systems'to reform the local environmental protection's scientific research institution ,and points out the crux of the question.
