Study on the Value of Quality Advance in Telecom Operators Network Construction

针对网络工程建设过程中进度和质量不能协同的问题,提出了质量前移的理念,即在网络工程建设前期,及建设和管理过程中,加强对影响网络工程质量的关键因素的管控,避免由于一些不必要的操作失误或不恰当的管理方式而导致网络工程建设质量下滑,在根源上把好网络工程建设的质量关,真正提升网络工程建设的价值。

In view of the issue that progress can＇t collaborate with quality in network construction, it present the concept of quality advance, that is strengthening the management of the key factors which effect network quality during the early construction and the management of the network, to avoid the quality down of the network for the unnecessary fault and improper management method, to guard the network quality from the root and improve the value of network construction.
