我国疾病预防控制绩效考核的完善思路

Improvement of ideas to develop the nethodology and practice of the performance evaluation for disease control and prevention system

为了加强完善绩效考核研究的科学性和逻辑性,使绩效考核实践更易于操作,本文重点探讨了我国疾病预防控制绩效考核中存在的争议问题,对部分考核指标的界定、标准、权重设置等提出了完善思路;针对考核中存在的自评修饰现象,课题组认为可通过绩效得分与完成度、与指标填报错误、与经济发展水平之间规律的把握进行校正,并逐步采取"机构自评+逻辑分析判断+现场重点考核"的形式进行考核;同时,通过对现有疾病预防控制绩效考核信息平台的进一步开发,使其逐步升级为疾病预防控制管理信息与决策平台。

Aiming to improve the scientificalness,logicality and operationality of the performance evaluation of disease control and prevention system in our country,this paper analyzed the controversial issues within the field and put forward the solutions to improve the definition,standard,weight setting of some indicators.According to the self-assessment modification existing in the current evaluation,the study considered that it could be corrected on the basis of recognizing the relations and laws among scores,perfect degree,data errors and economic conditions.So it was suggested that ＂self-assessment plus logic analysis plus site-assessment pattern＂ could be a substitute of the current one.Besides,it was recommended that the information platform for disease control and prevention needed further development to upgrade into an information management and decision-making platform.
