通常认为 ,政府运用宏观调控手段对经济进行干预是由于市场机制调节有失效的可能性 ,但是对于市场经济的理解却不尽相同。对于市场经济的简单化理解有可能导致政府宏观调控手段的走样变形。宏观调控必须建立在完善的市场体系基础上 ,如果对宏观调控所必须具备的基本条件缺乏必要的认识 ,就不能对国民经济进行有效的管理。

Generally speaking, in modern economies, governments take many tasks in response to the possibilities of flaws in the market mechanism. Government may step in to correct market failures. However, what is market economy? There are numerous answers. The oversimplification and superficial understanding of market economy may lead to a distorted picture of government intervention and fruitless macro control. To strengthen and improve macro control requires correctly understanding prerequisite conditions of macro regulation.
