社会管理创新与宪政精神

Social Management Innovation and Constitutional Spirit

社会管理创新具有注重社会管理的服务性、政府与社会组织以及公民之间的合作治理、社会管理的社会自主性、社会管理的法治化等特点,其价值追求与宪政精神蕴含的人权、民主、法治、有限政府等内在价值有高度的契合。社会管理创新必须以宪政精神为指引,不断完善党对社会管理的领导、增强政府的公共服务职能、增强社会协同的能力、扩大公民有序参与。

Social management innovation has characteristics of service, cooperation among government, NGO and citizens, social autonomy, and rule of law, whose pursuit of value is quite similar to constitutional spirit, such as human rights, democracy, rule of law, government limitation. This paper believes social management innovation should be guided by constitutional spirit, consistently improve leadership of party on social management, enhance government function of public service and cooperation capability, and enlarge citizens＇ participation.
