国外频率释放政策和清频措施及对我国的启示

Overseas Policy and Practice about Release and Redistribution of Spectrum and Reference for China

通过对国外频率释放和再分配政策的研究,发现国外普遍通过激励性拍卖,对出让频谱的原许可证持有者一定的补偿,将频谱费征收范围扩大到政府部门等方式来加速低效或无效频谱持有者出让频谱。在频谱再分配时注重各方利益的均衡。国外运营商的频谱释放策略主要考虑如何使待清理频段用户的权益得到最大的保障。文章最后结合我国实际情况提出对我国频率释放和再分配工作的启示。

In this paper, according to the research of the policies about release and redistribution of spectrum, it discovered that, in order to make the licensees of inefficient or invalid spectrum sell their spectrum, foreign governments took incentive auc- tion, or provided compensation to original licensees, or charge spectrum fee on government departments. For the strategy of spectrum release, it needs to bal- ance the benefits of all parts. When releasing the the inefficient or invalid spectrum, foreign operators consider more about how to guarantee the sub- scribers＂ interests. At the end of the article, it pro- poses the true situation in China and gives some advices on how to release and redistribution of spectrum.
