摘要
本文提出了一个企业通信保障应急响应等级设定的模型,建模基于实施通信保障工作时有关突发事件状况、通信网络状态、内外保障需求、事发地客观环境等客观因素的系统分析,并考虑了相关预案启动情况、突发事件时空敏感性等主观因素的影响。该模型为进一步深入研究等级设定方法提供了有益的思路,为应急通信保障工作中的等级设定实践提供了一种实用的方法。
In this paper, a prototype model on clas- sification of response-level during carrier emergen- cy telecommunications acts is proposed, based on systematic analysis on objective perspectives such as emergency affairs, network anomalies, service re- quirements, on-site environments, etc., as well as subjective considerations on response-levels ac- cording to other related emergency plans, and sen- sitivity of periods and position of the emergencies. The model is believed to be a new approach for the long unsolved difficulty, and the heuristic method is valuable for both research and practical works.
