2011年全球宽带加速发展,宽带是国家地位和竞争的战略制高点,已逐渐成为各国政府和公众的共识。发展宽带能有效应对贫困、气候变化、老龄化等21世纪全球最重要的挑战。根据国际社会估计,宽带渗透率每增加10%,对GDP的平均拉动作用为1.3%。
In 2011, global broadband access developed faster than before, broadband is one of the strategic commanding heights in the competition among countries, which has become the consensus among government and the public. Broadband development could effectively solve problems such as poverty, climate change, aging and other most important challenges in 21st century. According to the estimate of international society, 10% increase in broadband penetration can pull GDP growth of 1.3% on average. Currently, there are 100 countries throughout the world who have issued national broadband plans. Although every country’s policies to broadband development are different, most countries give direct financial subsidiary to broadband development. Broadband strategies have been greatly promoting the development of global broadband. The global users of broadband are increasing steadily, with quartely new addedusers being keptabove 15 million. In 2011, China’s broadband construction entered into high-speed development period. Telecom operators carried out large-scale broadband upgrade with no additional charge, and the government has stepped up the support to broadband. In 2012, China will implement broadband internet speed acceleration project aiming at increasing access speed, expanding penetration, benefiting the people’s livelihood and cutting the price. According to five years plan of broadband development formulated by MIIT, at the end of 2015, the average access bandwidth for urban families will be up to 20Mbit/s, while up to 4Mbit/s for rural families.
