Some Theoretical Thoughts about Community Involved Tourism Development

实施可持续发展战略是中国旅游业发展的必然选择。除了包含经济的发展、环境的保护、社会的进步等内容外，可持续发展更需要一种发展理念和评判依据。社区参与旅游发展就是旅游可持续发展宏观系统中不可或缺的机制。本文试从这一角度出发，在提出社区参与的概念的基础上，探讨参与所涉及的不同层面及参与的内在机理，并针对目前中国实施社区参与旅游发展存在的问题提出实现社区参与旅游发展的方法和措施，旨在为旅游发展方针、政策的制定提供决策依据。

To actualize sustainable development strategy is the inevitable choice of tourism development in China. Apart from development of economy, protection of environment and progress of society, sustainable development requires a kind of development idea and judgement basis. Community\|involved tourism development is exactly the indispensible mechanism in the macro\|system of sustainable tourism development. The article tries to begin from this aspect to analyse the different stratification and immanent mechanism based on the concept of community involvement. Then the methods and measures for the realization of the community\|involved tourism development are offered to provide the policy\|making basis for the formulating of policies in the development of tourism in accordance with the problems existing in the present\|day China.
