建立和完善食品行业“深喉”举报制度之探讨

Food safety: from the perspective of Establishing and Improving the “Deep Throat” denouncement System

尽管我国不断出台食品安全相关法律,加大对食品安全犯罪的惩罚力度,可食品安全问题仍频频亮起红灯,如何保证食品安全成为所有人关心的话题。建立健全食品安全有奖举报制度,保护和鼓励食品生产经营单位内部人员举报食品安全犯罪,最熟悉问题食品企业操作的"深喉"已经成为揭露食品问题的重要方式。因此需要建立完善的制度,提高食品企业工作人员的职业道德水平、建立多样化的食品安全监管举报方式制度,要绝对保证举报人的人身安全,加大经济奖励力度,以鼓励其积极举报,保障关于国计民生的食品安全。

Although China has promulgated laws about food safety constantly, and increased the criminal penalties of food safety, the food safety still can＇ t be guaranteed, and how to ensure food security has become a topic of concern for all the Chinese. In April 2011 the State Council issued a document requiring local governments to establish sound food safety reporting system, protect and encourage food production and business units within the food safety staff to report crimes. ＂Deep throat＂ is most familiar with the problem of food business operations, so they become an important way to reval food issues. Therefore, we need to establish good system to improve food business staff＇ s professional and ethical standards, establish a variety of report ways, and should absolutely guarantee personal safety of ＂3deep throat＂, increase the economic incentives to encourage ＂Deep Throat＂ to denounce, protect the national food safety.
