行政权力的运行是体现国家意志的执行和管理性权力,它执行的效果从一定程度上也是国家形象的反映。在行政权力运行过程中由于缺乏监督制约而出现的一些问题,损害了国家和政府的形象,不利于社会长治久安与和谐发展。因此,要建立健全并完善对行政权力的监督制约机制,保证行政权力正确、公开、依法、有效行使,以促进社会和谐发展。

The operation of administrative power is the executive and managing power wtalcla em- bodies the state＇s will, the effect of execution is also the reflection of the country ＇image to some ex- tent. During the course of operating the administrative power, some problems arise because of the lack of supervision and restraint, which does harm to the image of the country and state, and negatively af- fects the long peace and harmonious development of the society. Therefore, we should build and per- feet the supervision and restraint systems to the administrative power, ensure the operation of the ad- ministrative power to be correct, open, effective and by law in order to enhance the harmonious devel- opment of the society.
