确立坚定的科学信仰是提升"官德"的根本。提升"官德",实现完善的人格,必须化信仰为德性,并处理好德性与德行的关系。化德性为德行的过程就是"官德"的修炼过程。在当今中国,"官德"的修炼,要以确立中国特色社会主义的理想人格为宗旨,注意克服三大障碍:信仰的缺失、诚信的缺失、领导干部道德考核制度的缺失。

The basis to firmly establish scientific belief is enhancing the ＂official morality＂.In order to enhance the ＂official Morality＂ and to achieve a sound character,it is essential to transfer faith to morality,and deal with the relationship between morality and virtue.The process of transferring morality to virtue is the process of cultivating ＂official morality＂.In today＇s China,it is necessary to establish the ideal personality of socialism with Chinese characteristics for purpose,and pay attention to overcome three major obstacles： lack of faith,lack of credit,and lack of moral appraisal system of leaders.
