摘要
以昆明市公益林为例,采用条件价值评估法(CVM),对昆明市506户家庭公益林生态效益的支付意愿进行了调查,并对公益林生态效益价值进行了评估,结果显示:昆明市公益林生态效益的年经济价值为1.92×108元。最后将评估结果运用于昆明市公益林补偿标准的制定。提出了公益林的补偿标准应介于生产者成本支出额和消费者对公益林生态效益意愿支付额之间。基于消费者的生态需求和公益林生态效益补偿的实际情况,补偿标准的上限是政府预算约束条件:W×P≤V+F,政府应在此范围内根据具体财力情况制定补偿标准进行补偿。
Taking public welfare forest in Kunming as an object,this paper investigates the willingness to pay of 506 families for the ecological benefits in Kunming,and evaluates the ecological benefits of the public welfare forest by using contingent valuation method（CVM）.The result shows that the annual economic value of the public welfare forest is 1.92×108 yuan.The result provides a reference for the enaction of forest compensation standard in Kunming.The paper points out that the compensation standard for ecological forest should be set between produce cost and WTP of residents.The upper limit of compensation standard is W×P≤V＋F,and the government should draw up compensation standard based on it.
