通过对国内外低碳城市建设实践的分析,提出杭州都市圈低碳发展的总体思路:"一个理念、两个核心、三个结合"。并就杭州都市圈低碳发展的主要任务、制度创新及保障机制作了详细阐述。

Through the analysis of the practice of domestic and international low-carbon urban construction,this paper presents the general ideas of low-carbon development within the Hangzhou metropolitan area： ＂a concept,two cores,three combinations＂.It also elaborates on the main task of the Hangzhou metropolitan area＇s low-carbon development,system innovation and protection mechanism.
