基于模糊评价法的开发区发展状况评价——以兰州市为例

An appraisement of the development state based on fuzzy evaluation method——A case study of Lanzhou City

以兰州市开发区为例,运用模糊分析和层次分析的基本思想,建立了多因素、分层次的综合评价模型.以问卷调查数据为基础,构建了3层级27个指标因子的开发区发展状况评价体系,运用层次分析法得出每个评价因子的权重,进一步运用模糊评价法计算出各开发区评价指标的综合得分,对开发区发展状况进行综合评价.结果表明,国家级开发区发展状况明显优于省级开发区;开发区社会影响指数普遍高于其经济效益指数;省级开发区土地利用效率较低,基础设施建设有待完善.

Take Lanzhou development zone as an example,using fuzzy mathematics and hierarchy process analytical methods,a comprehensive evaluation model of multi-factor and level-division is built.Based on the questionnaire,through identifying a 3-hierarchy of 27 index factors,the development zone appraisal system is established.The evaluating weighting factors are worked out by analytic hierarchy process,the composite evaluation index of every developing zone is got by means of fuzzy evaluation method,the development status of the development zone has been evaluated comprehensively.The results show that the developing of thestate-level ones is obviously better than one of the provincial ones.The evaluation number of social evaluation for most development zone is higher than the one of economic efficiency.To the provincial-level development zones,there is a slight deficiency in using of land resources,and infrastructure construction should be improved.
