基于农村土地流转视角的县域村镇体系规划探讨——以临泽县为例

Research on county-level town planning system based on rural land transfer perspective:A case study of Linze County

基于农村土地流转的政策背景,分析了农村土地流转对城乡统筹发展带来的新的契机,提出县域村镇体系规划新思维:县域村镇体系规划需在价值判断上贯穿城乡统筹发展的理念;重新梳理城乡要素,构建有利于土地要素流动与城乡统筹发展的功能体系;加强村庄布局、社会服务与保障体系的研究部署以及联络型规划理念的运用.在此基础上对临泽县域村镇体系规划提出了适应性建议.

Based on the new policy of rural land transfer,this article analyses the new chances of urban-rural coordination that rural land transfer brings about,and furthermore,some new planning thinking is come up.The results indicate that the concept of urban-rural coordination should run through the planning.In addition,urban-rural elments should be restudied for free-flow land resources.The planning should also do more in the aspect of village layout,social service system and social protection system responding to the new policy,and apply Communicative Planning concept as well.Based on these,the research takes Linze county as an example to study it＇s adaptation measures of county-level town planning under the new situation.
