运用新制度经济学理论构建我国农村药品供应网效率评价指标体系

Construction of Rural Drug Supply Network Efficiency Evaluation Index System in China Based on the Theory of New Institutional Economics

目的:构建农村药品供应网效率评价指标体系,为农村药品供应网可持续发展提供参考。方法:运用新制度经济学和"结构-过程-结果"评估的有关理论,依照层次分析法构建农村药品供应网效率评价指标体系。结果:初步构建了由1个目标(即农村药品供应网的效率)、3个维度(即结构、过程和结果)、10个一级指标(包括资源投入、监管效率、满意度等)和32个二级指标(包括药品供应网点覆盖、"两员"(协管员和信息员)举报立案率、农民满意度等)共同构成的农村药品供应网效率评价指标体系。结论:所构建的农村药品供应网效率评价指标体系为全面考察农村药品供应网的运行质量提供了可行的工具;而为提升该指标体系的科学性和合理性,有必要作进一步完善。

OBJECTIVE： To build rural drug supply network efficiency evaluation index system and to provide reference for the sustainable development of rural drug supply network. METHODS： Using the theory of new institutional economics and the ＂structure-process-outcome＂ evaluation, rural drug supply network efficiency evaluation index system had been established in accor- dance with AHP method. RESULTS： The rural drug supply network efficiency evaluation index system had been built initially, which contained one goal that contained efficiency of rural drug supply network, three dimensions that contained structure, process and outcome, ten first-level indicators which contained input of resources, the efficiency of supervision, satisfaction and so on, thirty two secondary indicators which contained drug supply point coverage, coordinators and messenger re＇porting rate, farmers＇ sat- isfaction and so on. CONCLUSION： The rural drug supply network efficiency evaluation index system provides a tool for the com- prehensive study of rural drug supply network operation quality. As well as to ensure scientific and effective index system, it is nec- essary to improve the index system.
