我国推行合同能源管理的问题与对策研究

合同能源管理作为一种先进的能源管理模式和市场化运作的节能新机制,在国外发展迅速。我国推行合同能源管理存在政策约束力低、责任机制与激励机制不完善、融资困难、缺乏权威公正的节能效益测量标准与验证机构、节能示范效应不强、社会认知度不高等问题。本文提出了相应的完善对策与建议,以促进节约能源、减少温室气体排放和推进经济、社会与环境的可持续发展。

As an advanced mode of energy management and a new energy - saving mechanism of market operation, EPC has gained great development in foreign countries. The implementation o f EPC in our country faces many problems such as low policy con- strain, incomplete responsibility mechanism and incentive mechanism, difficult financing, lack of standard of energy - saving efficiency measurement and verification agencies with authority and fairness, insufficient energy - saving demonstration effect, and low social awareness of EPC, and so on. This paper put forward some corresponding to promote energy - saving, greenhouse gas emission reduction, and promote sustainable development of economy, society and environment.
