摘要
阐述了电力普遍服务这种政府公共职能旨在改善偏远地区的电力供应,提高整个社会福利水平。构建了基于电量的社会福利函数,运用恩格尔系数刻画出不同地区居民对用电量的渴求程度和福利效用,对居民的福利感应程度进行了区分。运用对偶理论,探讨了电力普遍服务实施过程中的公平与效率问题。
Electricity universal service,as a public function of government,aims at improving the power supply of remote areas,as well as the total social welfare level.In this paper,social welfare function is formulated based on power consumption;Engel coefficient is used to distinguish the residents' power demand,welfare effect and welfare induction level among different areas;the duality theory is applied to explore the relationship between fairness and efficiency in the course of electric power universal service implementation.
