摘要
为了评估居民阶梯价格制度的合理性,选择评估居民阶梯电价的三个因素,包括低收入居民的电力价格弹性、节能降耗效果及对CPI的影响等,为了便于评估对这三个评估因素量化,通过算例分析,分别说明拟定的阶梯电价方案是否具有合理性。研究结果有助于修正实施的居民阶梯电价方案,保证阶梯电价方案的合理性。
In order to assess the effectiveness of tiered pricing program for residential electricity,three essential indexes, i.e.,the electricity pricing elasticity for low income consumers,saving energy and reducing consumption,and their relationship with CPI are discussed in this paper.By quantitative analysis on these indexes,the tiered electricity pricing scheme is proven to be feasible thus the result of the research can contribute to improve the tiered pricing scheme for residential electricity.
