摘要
文章以江苏省农村信用联社为例,通过搜集内部统计数据、发放调查问卷和实地访谈相结合的形式,并结合笔者在江苏某农村商业银行建设流程银行项目的实践,提出建设基于流程银行的GRC综合集成管控平台,通过明确银行盈利模式、优化流程和组织架构以及对银行风险进行事前、事中和事后的管控三个步骤,并利用嵌入工作流的互动IT系统综合平台规范固化管控措施,提升农村中小金融机构的经营管理效率和水平,把农村中小金融机构打造成为真正的流程化,具有全面风险管控能力的现代化金融服务主体。
Taking Jiangsu credit unit as an example, based on the internal statistical data, questionnaires and field interviews, learned from the experieuce from the process bank project in Rural Commercial Banks, the paper proposed the construction of GRC integrated management and control platform. Moreover, the paper introduced three steps in order to enhance the management efficiency of the small and medium financial institutions in rural areas, including defining the business model, optimizing processes and organizational structure, controlling the bank' s risk before, during and after the events. The paper used the integrated IT control system platform with embedded workflow to strengthen the control, aiming to make the small and medium financial institutions in rural areas a process-oriented modern financial institution with the ability to execute ERM.
