公众参与公共政策过程中的民意调查作用分析——基于系统动力学视域

Opinion Polls Effect Analysis of Public Participating in Policy Process——From the View of System Dynamics

文章基于系统动力学视域,通过建立相应基模,分析当前我国公众参与公共政策的现状,并针对"良性循环"、"富者愈富"现象,指出公众参与公共政策过程的新途径:民意调查;民意调查作为政府与公众的沟通渠道,在实现公众参与的广泛性、真实性、有效性、有序性等方面发挥着重要作用;最后提出相应的对策,使民意调查在公众参与公共政策过程中更好地发挥作用。

From the view of system dynamics, this article analyzes the status of the public participating in public policy process with some systems archetypes, and points out that public opinion polls are the new way of public participation when confronting with such situations the as ＂virtuous circle＂ and ＂rich men being more richer＂ . As the medium of communication for government and the public, public opinion polls play important roles in achieving universality, authenticity, validity and orderliness for public participation. Finally, the article puts forward some recommendations on public opinion polls in public participation.
