我国基本公共服务与经济发展的关系分析

转变基层管理者对发展基本公共服务与发展地方经济相冲的认识,对全面推进基本公共服务均等化具有重要意义。经济增长与经济发展是两个不同的概念,基本公共服务作用两者的路径亦不同。2000-2010年,我国基本公共服务水平与经济增长高相关,与经济发展从低相关向高相关过渡。2005年,我国基本公共服务不均等问题有了明显改善。2005-2010年,我国基本公共服务均等化与地方经济增长、经济发展的方向逐步一致,发展基本公共服务与发展地方经济并非势不两立,拥有共赢的空间。

Primary managers think there is a conflict of basic public service and local economic development, so it＇s very important to change their mind for promoting equalization of basic public services. Economic growth and economic developmeut are two different subjects, the path for basic public services impact economic growth and economic development is different. From 2000 to 2010, the basic public services had a high correlation with the economic growth and economic development. After the year of 2005, the problem of basic public service has got easier significantly. From 2005 to 2010, the degree of equalization of basic public services is increasing accompany with economic growth and economic development, the development of basic public service and economic development are not irreconcilable, on the contrary, they have chance to win-win.
