Transforming the intelligence community into Intelligence Enterprises is the vision for U. S. intelligence community. To achieve the goals of networking and integration, this paper analyzes the background of the integration process, introduced the theory and practice of the process. Then, a structure model is proposed. Finally, the key to its goals and the defects in the process are in-depthly studied.
