有关疾病预防与控制体系服务能力评价指标的研究

Study on service capacity evaluation of disease prevention and control system

目的探讨影响疾病预防控制体系服务能力评价重要指标,为指导和加强疾病预防控制体系能力建设提供政策性依据。方法采用文献查阅法,参照国家卫生部发布的相关文件,分析和归纳疾病预防控制机构服务能力建设的重要指标。结果从资源配置、能力建设、公共职能3个方面,共选取人力资源、经费投入、基础设施、仪器设备、应急处置能力、实验室检验能力、应用性科研能力及公共职能8个关键指标。结论简略地指出疾控体系服务能力相关指标,为今后建立更全面的评价指标体系打下必要的基础,为以后的进一步研究提供初步的依据。

Objective To analyze and summarize the important index of capacity building of disease prevention and control system,to provide policy based on ability for guidance and strengthen the construction of disease prevention and control system.Methods Based on literatures,according to the relevant documents issued by the ministry of health,we analyze and summarize the important index of capacity building of disease prevention and control system.Results From the three aspects of resource allocation,ability construction,public function,we selected 8 categories key indicators： human resource,financing investment,base installation,instrument and equipment,emergency response ability,laboratory testing ability,application of scientific research ability and public function.Conclusion We points out briefly that the relevant indicators of disease control system service ability,lay the necessary foundation for a more comprehensive the evaluation index system in the future,it will provide preliminary basis for the further study.
