Local Government with Company-Model Feature: Secret Worry, Cause and Countermeasure

改革开放以来,分权化、分税制改革和以GDP增长为核心的政绩考核机制的有机结合,构成了我国公司型地方政府坚实的制度基础。公司型地方政府为推动我国经济、社会的发展起到了不可估量的作用。但是,它也带来不可忽视的隐忧,需要通过加强对地方政府权力的监督、深化地方财政体制改革、创设科学的政绩考核体系等加以治理。

Since the reform and opening up,the organic combination of the reform of both decentralization and tax federalism and achievement assessment mechanism with GDP growth as its core constitutes strong systematic bases for China＇s local government with company-model feature which plays immensurable role for social growth.As it also brings non-ignorable secret worry,we should strengthen the supervision upon local government,deepen the reform of local financial system and establish scientific system of achievement assessment.
