Focusing on Benchmarking Value of Shanghai "Open University"——Based on Observation of Jiaxing City University

聚焦上海开放大学创建这一具有"标杆意义"的事件,以浙江省嘉兴市为个案,进行终身教育体系建设的"标杆瞄准",以"锁定系统运行枢纽"、"明确改革的领导、主体和方法"、"确定管理的组织工具"为主题,完善嘉兴城市大学改革方案,以期整合、优化嘉兴远程教育资源,构建"终身教育立交桥"。

The research focusing on the＂benchmarking significance＂ of establishing Shanghai Open University and based on the case of Jiaxing, Zhejiang, implements ＂benchmarking aiming＂ in the construction of lifelong education system in order to lock the hub of operating system and confirm the leadership, the main body and the method of the reform. It is suggested that the organization tool of management should be assured as the theme to perfect the reform plan for Jiaxing City University and to integrate and optimize distance education resources of Jiaxing in order to build an ＂overpass of lifelong education＂.
