摘要
近年来,中国应对房价过快增长的政策不断出台。然而,这些政策"治标不治本",不能从根本上遏制房价的增长。针对这一问题,有必要从政策过程的最初阶段——政策问题的界定阶段来探讨有关政府房地产政策的失效问题,并认清政府在此问题界定中存在"住房是纯粹的私人物品"等三个误区。当前,大力发展经济、地方政府真正让渡利益才是政府针对房价调控的应然态度。
Recently,China has formulated numerous policies against fast growing house prices.Nonetheless,they can just "take temporary solution not effect a permanent cure",disable to tackle it radically.Aiming at this problem,the ineffectiveness of the governmental policies against real estate should have been discussed at the very primary stage of the policy formulation——the assessment of the policy itself,and got on to the misunderstanding as "house is the pure personal belonging".Currently,making energetic efforts to develop the economy and truly giving away local governments' benefit is the correct attitude.
