摘要
近年来,随着"三无"船舶不断增加,水上运输和通航秩序面临严峻挑战。由于上位法依据的缺失,海事部门对"三无"船舶的监管困难,要从根本上解决"三无"船舶问题,必须完善立法,加强海事行政强制措施,制定相关配套政策和制度,才能实现整治的效果和目的。
In recent years, the operation of those vessels of ＂Three Non-compliance＂ has become a serious challenge to waterborne traffic and navigation safety. Because there is not sufficient legislation at the higher level, the Maritinle Authority is facing difficulties in conducting effective control actions against such vessels. To solve this problem from the source and achieve the goal and results of the rectifying action, it is necessary to improve the legislation.
