《北京市学校卫生防病工作规划》实施效果分析

Evaluation report on the Planning of Diseases Prevention among Students in Beijing

目的全面评估《北京市学校卫生防病工作规划(2006-2010年)》(以下简称《规划》)实施效果,查找目前影响北京市学生健康的主要问题和制约因素,为制订十二五期间学校卫生工作的目标、策略和措施提供依据。方法 2010年12月13-17日对北京16个区县进行《规划》现场考核,并对2006-2010年北京市学校卫生监测数据进行分析。结果学校卫生防病工作政策、措施得到有效落实,协同机制、监测机制、培训机制、视导机制逐步健全,教学与生活环境卫生明显改善,沙眼、蛔虫控制在较低水平,龋齿检出率下降7.11个百分点,贫血检出率下降3.32个百分点,营养不良检出率下降3.89百分点,视力不良和肥胖检出率持续上升,但年增长幅度由2%～3%降至0.8%～0.9%。结论《规划》的实施有效促进了北京市学校卫生工作的发展,对提升北京市中小学生健康状况起到积极作用。"十二五"期间学校卫生防病工作规划应围绕主要健康问题重点加强政策、人力、经费的投入和有效措施的研发和推广。

Objective To comprehensively evaluate the implementation effect of the Planning of Diseases Prevention among Students in Beijing（2006-2010）（the ＂Planning＂） and to find out the main health problems and health obstacles of the students in Beijing,so as to draw up the objective and strategies of school health during next five years.Methods From December 13rd to December 17th,2010,site assessment of ＂Planning＂ was carried out in 16 districts in Beijing.Students＇ health data from 2006 to 2010 was collected and analyzed at the same time.Results The disease prevention policies and measures according to the ＂Planning＂ had been effectively implemented.Coordination mechanism,monitoring mechanism,training mechanism,and supervision mechanism were all gradually improved.Teaching and living environment was improved significantly.The prevalence rates of trachoma and ascariasis infection were controlled at a low level.The detection rate of caries,anemia and malnutrition decreased by 7.11,3.32 and 3.89 percentage points,respectively.Myopia and obesity rates continued to rise with the growth rates decreasing from 2-3 percentage point to 0.8-0.9 percentage points every year.Conclusion The implementation of the Planning of Diseases Prevention among Students in Beijing（2006-2010） effectively promoting the development of school health work in Beijing.And it played a positive role in improving the health status of primary and middle school students.During the next five years,the new planning which focuses on policy formulating,human resource and budget inputting,effective strategy developing will be formulated according to this evaluation.
