黄河泥沙资源利用的辩证思考

Dialectical Thinking on the Yellow River Sediment Resources Utilization

应用马克思主义认识论的系统观、发展观、矛盾观,从黄河泥沙资源利用的战略定位、规划、市场需求和产业化等角度对其现状进行了分析,审视辨析了黄河泥沙资源利用进程中战略定位的高与低、泥沙利用的准与禁、产业化的利润与风险、利益分享的远与近等对立矛盾;在"拦、排、调、放、挖"治黄战略的基础上,提出了"拦、排、调、放、挖、用"的黄河泥沙综合处理新思路。

The concepts of system, development and contradiction of Marxism epistemology were applied. Current situation of the Yellow River sediment resources was analyzed from the views of strategic orientation, planning, market demand and industrialization. The antagonistic contradictions such as high and low of the strategic orientation, permit and ban of sediment utilization, profit and risk of industrialization, current and long-term of benefit sharing in the process of the Yellow River sediment resources utilization were surveyed and discriminated. Based on the strategy of ＂retention, discharge, regulation, deposit, and dredging＂, it was suggested that ＂retention, discharge, regulation, deposit, dredging and utilization＂ as the strategy for coping and utilizing sediment of the Yellow River.
