北京市和谐社会的测度方法及实证研究

Evaluation Method and Empirical Research on Harmonious Society in Beijing

建立平等、互助、协调的和谐社会一直是人类的美好追求。根据和谐社会内涵中所包括的六个方面,按照和谐社会评价指标体系的设置原则,建立了由6个一级指标和20个二级指标构成了和谐社会评价指标体系。结合北京市的实际情况,以统计年鉴公布的数据为基础,对北京市的和谐状况作出了进一步的研究分析。发现北京市和谐社会发展过程中存在的四个问题:法律体制不完善;城乡居民收入差距不断扩大;失业率不断上升;生态建设没有达到满意状态。针对这些问题提出全面推动北京市和谐社会建设的四点政策建议:坚持依法治国与民主建设并举;把实现社会公平作为重要的政策导向;保持社会稳定,切实保障人民群众安居乐业;改善生态环境,促进人类发展。

To build a harmonious society in which people are on an equality with each other, get along well with each other, and help each other has always been the ultimate goal of human beings. Based on the principles of setiing evaluation indicator system of harmonious society, and according to the six connotations of harmonious society, this paper builds an evaluation indicator system of harmonious society, consisting of six primary objective levels and twenty secondary objective levels. Considering the practical situation in Beijing and referring to the data based on the Statistic Yearbook, the paper makes a further analysis of the construction of harmonious society in the city, and finally pinpoints the problems in the development of harmonious society： imperfect legal system; expanding income gap between urban and rural residents; rising unemployment, and dissatisfied ecological construction. Correspondingly the paper arrives at the four policy recommendations on how to promote the construction of harmonious society in Beijing in an all-round way. to keep the joint development of managing state affairs according to law and democracy, to put the realization of the fair society as an important policy-orientation, to maintain social stability and ensure a prosperous life of people, and mankind. to improve the eco-environment and promote the progress of
