Combined warfare is not only a combination of various kinds of police, but includes four as- pects： investigation techniques, mechanisms, system and concept. Combined warfare is the comprehensive development and coordination of the four aspects. To establish a notion of ＂combined warfare＂, principles of proportion, necessity and effectiveness should be followed. Combined warfare is among the core and commanding position in ＂four warfare＂.
